By mid-20th century, mortality rates had fallen in many developing countries, while fertility rates remained high, resulting in a very high rate of population growth. In the 1960s, some countries were experiencing annual population growth rate of 3% or more. At 3% annual growth rate, the population doubles in about 24 years. This gave rise to fear of a 'population explosion.' Rapid population growth was considered a threat to economic development, and hence, to global security. Several steps were taken to reduce high fertility rates. International agencies became very active in the field of family planning, and national governments in many countries set up family-planning programmes. There was initial scepticism about whether fertility rates could be brought down in the absence of substantial economic development. 'Development is the best contraceptive' was a catch-cry of the 1970s, but cases began to emerge, such as Indonesia and later Bangladesh, where fertility rates did fall significantly in a short period without a major thrust in the direction of economic development. Emphasis then shifted to cultural or institutional impact to high fertility. Argument was made that fertility would not fall in the African and Muslim countries unless there were major institutional changes, particularly changes in the organization of the family. Again, the facts have run counter to the theory. From the mid-1980s, fertility in most Muslim countries, spread from Morocco to Iran, fell sharply. In Iran, the total fertility rate fell from about 7 children per woman in the early 1980s to 2.5 children per woman in 1996-a spectacular fall by any standard. In more recent years, fertility has begun to fall in many sub-Saharan African countries.
